Procedure for EPR Registration of Producers under Battery Waste Management (BWM) Rules, 2022
Introduction
Ministry of Environment, Forest, and Climate Change notified the Battery Waste Management (BWM) Rules 2022, mandating that all battery producers and manufacturers register with the Central Pollution Control Board (CPCB) via its online centralized portal.
Producers have an Extended Producer Responsibility (EPR) to ensure the recycling or refurbishing of the batteries they introduce into the market. This requires Producers to obtain EPR certificates from certified recyclers in proportion to the quantity of waste batteries they recycle.

- Section 15 of the Environment (Protection) Act, 1986
- Rule 4(1) of BWM Rules, 2022
Mandatory Requirements
- GST Certificate
- Company PAN Card
- CIN (Corporate Identification Number)
- Import Export Code (IEC) (for importers)
- Consent to Operate (CTO) issued by the SPCB/PCC under the Air/Water Act (if applicable for manufacturing facility)
- District Industries Centre (DIC) registration certificate (if applicable)
- GSTR 9 or the balance sheet of the previous financial year
- Form 1(A) (Application to be submitted for grant or renewal of registration as a Producer)
- Form 1(C) (Submission of the Extended Producer Responsibility plan by the Producer)
Procedure
- Portal Registration: Producer shall generate login credentials through online portal or through filling Form 1(A) (Application to be submitted for grant or renewal of registration as a Producer) to apply for registration under Battery Waste Management Rules, 2022, along with the relevant information, documents & Application fees for registration.

Complete Application: Log in and fill out the online form in six parts (a-f):
- General Info: Company’s basic details.
- Battery Type: Details of battery types, brands, HSN codes.
- Sales Data: Year-wise sales quantities and self-declaration.
- Material Details: Percentage of materials in batteries.
- Document Upload: Upload required documents.
- Payment: Pay the applicable fees.
- Review & Approval: CPCB scrutinizes the application; discrepancies shall be rectified.
- Grant of Authorization: Upon verification, the EPR authorization is granted (valid for 5 years).
Post-Registration
- EPR Plan: Producer shall implement the approved plan to collect and recycle waste batteries in Form 1(C) (For submission of the Extended Producer Responsibility plan by the Producer) to Central Pollution Control Board for the batteries manufactured in FY 2022-23
- Renewals: Apply for renewal (with documents and pending returns) 60 days before expiry. Registration granted to Producers shall be renewed for a period of five years by CPCB within 15 working days of receipt of complete documents from the Producers.
