Introduction

Effective waste management is essential for sustainable development, particularly in the construction and infrastructure sectors, which generate and consume large volumes of materials. To promote circular economy principles and reduce reliance on virgin construction materials, processed construction and demolition (C&D) waste is mandated for specified projects. This procedure outlines the requirements, responsibilities, and monitoring mechanisms related to the utilisation of processed waste in construction and road projects.

Applicable Provisions

  1. Sections 6, 8, and 25 of the Environment (Protection) Act, 1986
  2. Rule 5 of the Environment (Protection) Rules, 1986
  3. Rule 4 and Rule 8 of Environment (Construction and Demolition) Waste Management Rules, 2025

Mandatory Requirements

  1. Projects over 20,000 sq. m and road works shall meet prescribed C&D waste utilisation targets.
  2. Builders, Developers, Contractors, and Recyclers are required to register on the designated online portal.
  3. Second Schedule (Minimum targets for utilisation of waste in construction and reconstruction).

Procedure

  1. Registration and Framework Implementation
    • Developers, Recyclers, and Contractors shall register on the official online portal.
    • Portal shall serve as the central platform for implementing the waste utilisation framework, including:
      • Submission of waste utilisation plans
      • Uploading of compliance reports
      • Monitoring by authorities
  2. Utilisation Targets
    Construction projects meeting the built-up area threshold (≥20,000 sq. meters) shall:
    • Integrate processed waste in construction as per targets in the Second Schedule (Minimum targets for utilisation of waste in construction and reconstruction).
    • Calculate waste utilisation as a percentage of total virgin construction materials used, by weight or volume.
    • Exclude non-debris materials (e.g., metal, plastic, wood) from target calculations.
  3. Road Construction Activities
    Road projects under:
    • Central Government (including national highways): monitored by the Central Pollution Control Board (CPCB).
    • State Governments / UT Administrations / District Authorities: monitored by respective State Pollution Control Boards (SPCBs).
    • Target for a project will be decided as per year of the approval of the waste utilisation plan.
