Introduction

The Ministry of Environment, Forest & Climate Change aims to advance sustainable consumption and production patterns by promoting demand for environment-friendly products that have reduced adverse environmental impacts, in alignment with the principles of ‘LIFE (Lifestyle for Environment)’, resource efficiency, circular economy, energy conservation, and the prevention of misleading environmental claims and for this purpose, the Ecomark is proposed to be granted to products that satisfy specified environmental criteria, including those relating to resource consumption, climate change impacts, effects on nature and biodiversity, energy use, waste generation, emissions to air, water and land, pollution arising from physical effects, and the use and release of hazardous substances.

Applicability Provisions

Sections 3, 6, 23 and 25 of the Environment (Protection) Act, 1986

Mandatory Requirements

  1. An Ecomark may be granted to a product which has a license or a certificate of conformity of Indian Standards granted under the Bureau of Indian Standards Act, 2016 and/or a mandate of the Quality Control Orders issued by the Central Government, and fulfils the criteria for grant of Ecomark specified under the corresponding entries under column (3) of the First Schedule
  2. Criteria for grant of an Ecomark specified under the First Schedule may include the following:
    • Reduces the pollution by minimising or eliminating the generation of waste and environmental emissions
    • Is recyclable or is made from recycled material, or both
    • Reduces the use of non-renewable resources, including non-renewable energy sources and natural resources;
    • Reduces the use of any material that has adverse impacts on the environment
  3. Form 1 for application for Ecomark Certification for a product

Procedure for Obtaining Ecomark

  1. Person shall apply in Form 1 to the Central Pollution Control Board for grant of Ecomark for a product which has a license or a certificate of conformity of Indian Standards granted under the Bureau of Indian Standards Act, 2016 or a mandate of the Quality Control Orders issued by the Central Government and fulfils the criteria under the corresponding entries under column three (03) of the First Schedule (Products and Criteria for Grant of Ecomark) which shall be valid for a period of three years (3 years) or until change in Ecomark criteria for the product, whichever is earlier.
  2. Upon receipt of the application, the CPCB shall examine the application
    • Conduct the verification itself
    • Authorize a Verifier to verify whether the product complies with the conditions specified under Rule 3(3).
  3. Upon receipt and examination of the verification report, if the CPCB is satisfied that the product complies with the conditions under Rule 3, it may grant Ecomark to the product in writing.
  4. The Ecomark granted under Clause 4 shall remain valid for:
    • A period of three (3) years from the date of grant
    • Until any change in Ecomark criteria for the product, whichever is earlier.

Renewal of Ecomark

The person shall submit the renewal application for Ecomark to the Central Pollution Control Board before its expiry, along with the prescribed renewal fees, following the standard registration procedure
