PESO Approval for Conversion of Gas Cylinders in India
Introduction
Conversion of a high-pressure gas cylinder to store a different gas is strictly controlled under the Gas Cylinders Rules, 2016, by the Petroleum and Explosives Safety Organisation (PESO). Since different gases react differently with materials and pressures, unapproved conversion causes severe risks of explosion and contamination.

Documents Required
Person desiring approval for Conversion of Cylinders from one Gas Service to Another shall submit to Chief Controller the following documents, namely:
- Documentary evidence indicating the purchase of cylinders
- Authenticated copy of the letter permitting the filling of the cylinders in the past
- Statement in duplicate, showing manufacturer’s serial numbers of the cylinders in ascending order
- Certificate to the effect that the cylinders had not been converted to any other gas service in the past
- Scrutiny fee as specified in Schedule V.
Procedure

Application Submission
Applicant shall submit a conversion application through the Petroleum and Explosives Safety Organisation (PESO) online portal or directly to the Chief Controller of Explosives headquarters to obtain approval from the Chief Controller before filling with any gas other than the gas for which the cylinders were originally designed and approved. -
Technical Inspection
The cylinders shall be sent to an authorised testing station for hydrostatic testing, internal inspection, valve replacement, and colour-coding test under Rule 26 or compliance with ISO 11621 or any other code accepted by the Chief Controller to ensure their suitability and safety for the intended gas service. -
Final Record and Endorsement
After testing, if successful, the test station issues a Certificate, after which the gas filler or owner of the gas cylinder updates the technical logs, and the Chief Controller of Explosives formally grants approval for the cylinders to be filled with the new gas.
