Single registration under New Labour Codes: Procedure in India
The single registration of an establishment under new labour codes is entirely digital and is processed centrally on Shram Suvidha Portal which serves as the primary “single-window” gateway for labour law compliance in India. Electronic registration reduces the paper workload from the shoulders of the establishment.

Procedure for E-Registration

Establishment must collect following details and documents before starting the application:
- Details of Establishments: Details of Corporation, Permanent Account Number (PAN), Address details and type and nature of business.
- Details of Employer’s Identity: Aadhaar Card and Permanent Account Number (PAN) of the owner, partner or authorised representative.
- Employee Data: Total employee count (including Inter-state migrant workers contract labourers).

Portal Registration:
- Employer visits the Shram-Suvidha Portal and complete basic registration by providing full name, official e-mail and mobile number.
- System auto dispatches a verification link via email and an One-time Password (OTP) to registered mobile number.
- On verification user may access the unified labour employer dashboard by entering his credentials.
- Submit Form-I (Unified electronic application form) for unified registration on dashboard and provide all required details regarding employment, business and all schemes applicable on the establishment under Labour Codes. Employer must upload scanned supporting documents and verify the details.
- Once Form-I is submitted successfully, Labour Identification Number (LIN), a unique 15-digit number is allotted to employer by Indian Ministry of Labour.
- Certificate of Registration in Form-II will be auto-generated and issued electronically and immediately.

Important Notes

- Registration under Shram Suvidha Portal is mandatory for establishment employing 10 or more workers.

Yes, registration of an establishment under Shram-Suvidha Portal is necessary as it is a standard process for an employer to apply for registration of establishment. In certain cases, Central Government may allow through notification temporary relaxation permitting submission of Form-I through non-electronic modes.
Any establishment already registered under any Central Labour Law shall update its registration credentials on Shram Suvidha Portal within Six (6) months from the date of commencement of the Rules.
In cases of non-registration under Shram-Suvidha, the registering officer may direct employer of the establishment to comply with the requirements for compliance within a specified timeframe.
