Procedure to Obtain Trade Certificate

Introduction

This procedure describes the steps for obtaining a Trade Certificate (TC), a mandatory legal authorization that permits vehicle manufacturers, dealers, and importers to operate unregistered vehicles on public roads for limited business-related purposes in accordance with the Central Motor Vehicles Rules (CMVR), 1989, providing an exemption from regular vehicle registration requirements and enabling smooth and lawful business operations.

  1. Section 39 of Motor Vehicle Act 1888
  2. Rule 34, 35 of Central Motor Vehicle Rules, 1989

Mandatory Requirements

  • Form 16 – Application for Grant or Renewal of Trade Certificate
  • Form 17 – Trade certificate to be issued by Authority
  • Proof of business establishment (GST registration / Shop Act license / Trade license)
  • PAN Card of proprietor / firm
  • Address proof of business premises
  • Identity proof of applicant
  • Authorization letter (if applied through an agent)
  • Fee payment receipt

Procedure

  • Application Submission : Manufacturer or Dealer or Importer of motor vehicle or testing agency shall apply in Form 16 to the Regional Transport Office (RTO) having jurisdiction over the place of business along with the fees as prescribed by the authority or electronically on the VAHAN portal.
  • Issue of Trade Certificate : After verification, Trade Certificate shall be issued in Form 17 by the authority and then a trade registration number is allotted.

Validity : Trade Certificate is valid for 5 years, aligning it with the dealership authorization certificate (Form 16A) for uniformity, though existing certificates remain valid until renewal, with new applications often processed within 30 days.

Display of Trade Certificate : Trade Certificate number shall be displayed on a trade certificate plate (Red background, White letters) and carried in the vehicle during use.
