Guidelines for Issue of Various Types of Permanent and daily Gatepasses for Entry into SEEPZ SEZ

Description: The SEEPZ - Special Economic Zone, Mumbai has issued a circular with respect to guidelines for issue of various types of permanent and daily gatepasses for entry into SEEPZ SEZ wherein:
1. Units shall apply on or before 27th September 2023 for all permanent Gatepass of employees and vehicles expiring by 30th September, 2023
2. All passes of exiting Gatepass system which are valid till 31th October, 2023 shall have to apply before 15th October, 2023 in new system “प्रVESH" and
3. All other permanent passes having validity beyond 31st October, 2023 in existing Gatepass system shall have to apply on or before 31th October and Old Passes will be discontinued after receiving the “प्रVESH” gate pass. Old Gatepasses with any validity will not be accepted after 30th November 2023 and the person will not be allowed to enter in SEEPZ, SEZ Premises.
4. Daily gate-pass will be in issued by “प्रVESH” Gatepass system only from 05th October, 2023.

Description: Directorate General of Shipping has issued Draft Merchant Shipping Notice relating to Implementation of Amendments to MARPOL Annex IV and Clarifications on the interpretation of MARPOL Annex IV for the following Purpose:
1. India ratified MARPOL Annex IV on 11 June 2003 and it entered into force on 27 September 2003.
2. Merchant Shipping Rules (Prevention of Pollution by Sewage from Ships) were notified on 7 January 2010.
3. This Notice provides guidance and instructions on the application of Annex IV of the International Convention for the Prevention of Pollution from Ships 1973, as amended by the Protocol of 1978 (MARPOL Annex IV) to Indian ships.
4. The implementation of MARPOL Annex IV on Indian Flag Ships are as below:
i. Ships Certified as Per Merchant Shipping Act 1958.
ii. Ships Registered under Notification for Construction, Survey, Certification and Operation of Indian River Sea Vessels Type 1, 2,3& 4 issued vide DGS Order 18 of 2013: To be certified as per the Notification and comply with Paragraph 11.8 of Annex 11 of this Notification.
iii. Ships Registered under Notification for Construction, Survey, Certification and Operation of Indian Coastal Vessel:To be certified as per the Notification and comply with Paragraph 10.9 of Annex 10 of this Notification.

Description: Maharashtra Real Estate Authority has issued order relating to Extension of timelines for obtaining MahaRERA Real Estate Agent Certificate of Competency at the time of
registration / renewal of registration of real estate agents. The following further directions are issued:
a. With effect from 07.11.2023, only those real estate agents who have a valid MahaRERA Real Estate Agent Certificate of Competency can apply for MahaRERA real estate agent registration / renewal of registration.
b. Existing registered real estate agents shall obtain MahaRERA Real Estate Agent Certificate of Competency before 01.01.2024 and upload the same at their respective web page failing which action as deemed fit shall be initiated by the Authority.
c. The mandate mentioned in Clause (a) and (b) above shall apply to the following Persons:
i. All individual real estate agents in case of individuals and authorized signatory (authorized for making application for MahaRERA real estate agent registration) in case of firms / companies / organizations (Other than Individuals).
ii. All employees / stafl / officers by whatever designation called working in firms / LLP / companies / organizations of real estate agents, who interact with homebuyers / allottees for effecting transactions in real estate projects.
d. With effect from 01..01.2024, promoters of real estate project shall ensure that the names and addresses of the real estate agents if any to be given in compliance of
Section 4 (2) h) of the Act shall be of only such real estate agents who have MahaRERA Real Estate Agent Certificate of Competency.
e. The dates mentioned in the directions issued under MahaRERA Order No. 41/2023 dated 10.01.2023 shall be considered as substituted by the dates prescribed under this MahaRERA Order.

Description: Telangana State Electricity Regulatory Commission has issued Notice for Inviting Suggestion and Objection for Remuneration and Charges Payable to Stage Agency for Discharge of its Functions under RPPO Regulation, 2022 at the following rates:
a. Every RPPO Obligated Entity shall pay the 'One Time Charge' at the rate of Rs. 30,000/-
b. Every RPPO Obligated Entity shall pay an 'Annual Charge' at the rate of Rs. 10,000/- by 30th April of every year
c. The taxes and duties on fee and charges shall be applicable as per prevailing norms
d. In case the obligated entity does not pay any charges for any specific year to the state agency for discharging its functions under RPPO regulation, the status of the RPPO compliance of that entity shall not be computed. Further, its RPPO compliance will be treated as unfulfilled for that specific year and the same will be informed to Hon'ble TSERC for imposing suitable penalty for not paying the RPPO one time and annual charges.
