SPREE is more than just a compliance exercise. It is a reform-oriented initiative designed to reshape employer behaviour while expanding the reach of social security benefits. Its core objectives are:

Promoting voluntary compliance among defaulting or hesitant employers.

Bringing more establishments and workers under the formal ESI coverage net.

Removing fear of punitive action related to past non-compliance or delays in registration.

WHY DID SPREE COME INTO EXISTENCE?

Under the ESI Act, employers with 10 or more employees are required to register with ESIC. Yet, in practice, several challenges created barriers to compliance:

  • Many eligible establishments continued to remain outside the ESIC framework.
  • Concerns over retrospective liabilities and penalties discouraged employers from registering voluntarily.
  • Small and medium enterprises often struggled with limited awareness or administrative capacity to meet the requirements.

To overcome these hurdles and extend social protection to a larger workforce, ESIC introduced SPREE as a trust-building measure, a supportive initiative that gives employers a chance to register voluntarily and begin with a clean slate.

REGISTRATION PROCESS UNDER SPREE

The SPREE registration process is fully digital, designed to make compliance quick and hassle-free.

Step-by-Step Guide:

  1. Visit the ESIC Portal – https://www.esic.gov.in
  2. Navigate to “Employer Login” and select the “Sign-Up” option.
  3. Fill in establishment details:
    • Name, address, and nature of business
    • PAN, GST, and other statutory information
    • Employee count and wage details
  4. Generate temporary credentials for first-time login.
  5. Complete the online registration form and upload required documents.
  6. Obtain a unique 17-digit Employer Code upon successful verification.
  7. Begin regular ESIC contributions from the date of registration.

Under SPREE, no penalties or interest are applied for prior periods, removing the burden of retrospective compliance.
