Issuance of End User Certificate under FTP
Introduction
End User Certificate (EUC) under India’s Foreign Trade Policy (FTP) is an official document issued by Directorate General of Foreign Trade (DGFT) to certify that the buyer is final recipient of materials, and is not planning on transferring materials to another party in case of international transfers, including sales and arms provided as aid, of weapons and ammunition. A Foreign Government may insist on end user certification of items which are freely importable item in India, before permitting export of the same from their country. End User Certificate (EUC) are required to restrict flow of materials to undesired destinations.

MANDATORY REQUIREMENTS
- Valid Importer-Exporter Code (IEC)
- Active Firm’s Bank account for entering its details in the Application and to make online payment of the application fee
- Valid DSC must be registered in the system.
PROCEDURE FOR ISSUING END USER CERTIFICATE UNDER FTP

Obtain Importer-Exporter Code
Importer/ Exporter shall obtain valid Importer-Exporter Code (IEC), in case they do not already possess same.

Submit Application to Obtain End User Certificate
Applicant shall file an online application in Form ANF-2J, along with required documents as follows, registration fee of Rs. 200 and Form ANF 1 to establish legal identity and credentials of the importer or exporter in case of filing manual application via official DGFT website (https://www.dgft.gov.in/CP/ ) under the path Services > Certificate Management > Apply for Certificate then click on End User Certificate:
- Bank Receipt (in duplicate)/Demand Draft/EFT details evidencing payment of application fee in terms of Appendix 2K
- Self-certified copy of letter from foreign supplier in support of request for end user Certificate
- Requisite certificate from a Chartered Engineer certifying that goods proposed to be imported are required by manufacturing unit for its own use.
Applicant shall also submit two copies of the application must be submitted unless otherwise mentioned and sign each individual page of the application.

Issuance and Validity
- RA shall verify and examine the application and issue End User Certificate (EUC) as per Appendix 2Q
- In case of import of restricted items, the EUC shall be issued by RA only for those items in respect of which a restricted authorisation has been granted by DGFT and is valid.

Applicant can check status of submitted application under path My Dashboard > Submitted Applications > Enter Type of Scheme (Select in dropdown: Certificate Management) and Type of Sub Scheme (Apply for End User Certificate) > Click on Search in the search results then the status of the submitted application can be find under the column File Status.
In the application for the issuance of the End User certificate choose:
- Branch code of a branch where the items of import are proposed to be used
- Purpose of imports of the items selected. Select whether the item of import shall be used for the purpose of manufacture, for research and development or for some other purpose and mention the related details.
If the ITC HS Code of the product you are importing doesn’t match, please verify the ITC HS Code from the below path:
- Regulatory Updates > Application Master Data
- Click on ITC(HS) details.
Applicant can create a copy of an existing application under path My Dashboard > Submitted Applications > Enter Type of Scheme (Select in dropdown: Certificate Management) and Type of Sub Scheme (Apply for End User Certificate) > Click on Search > Click on Action (Under the Results) > Make a Copy.
Modifications to an issued End User Certificate is not permitted and a fresh request is to be raised.
CONCLUSION
The End User Certificate (EUC) in accordance with India’s Foreign Trade Policy is required document provided by the Directorate General of Foreign Trade (DGFT) to confirm that an importer is the ultimate receiver of imported products. Applicants are required to submit Form ANF-2J, necessary documents, and a fee through the DGFT portal, confirming that their Importer-Exporter Code (IEC) is active and in good standing.
